ChiChi is not a bad character

I think you need to realize where Chi-Chi is coming from. She's a housewife whose husband is hardly ever around. At the beginning of Z, Goku dies. Her husband is gone for almost a year before he finally returns only to leave for Namek within the week again. Then he takes his sweet time coming back to Earth.
Then at the end of Cell Games, her husband dies yet again, leaving her a widow for 7 years, forcing her to raise both of their kids all alone with some help from her father and Bulma. No man in her home to take care of her.
Finally she gets her husband back for a day and he just wants to spend it fighting. She gets herself killed by Buu, her children die, too, and when they all come back alive and finally achieve peace, all her husband wants to do is keep training.

Honestly, I don't blame Chi-Chi for being the way she is. Goku turned her into this. She used to be a martial artist herself. If Goku was around, I don't think she'd have a problem with Pan becoming a martial artist, too. But look at what it's brought her: abandonment. She has her needs, too, you know. But Goku isn't there to provide. Any other woman would've left her husband by now. So I respect Chi-Chi for sucking it up and sticking with Goku and her family even if he's a terrible father and
